P2P Spotlight 2 - Cost centre manager hierarchy
I-proc users will be familiar with the hierarchy that was previously in place to approve requisitions. This spotlight will focus on the new Fusion arrangements for authorising all P2P transactions.
In Fusion, all requisitions and certified invoices will be authorised through the new “Cost Centre Manager” hierarchy or CCM.
- The CCM is an electronic workflow process that will ensure that the appropriate manager authorises transactions through the system, with no need for hard copy signatures, batch headers or email approvals.
- All requisitions will be routed to the appropriate cost centre manager in the same way as the i-proc hierarchy operated.
- All invoices will now also be approved electronically through the “Request for Payment” process in Fusion. Payables will no longer maintain an authorised signatory list as all approvals should be electronically workflowed in Fusion.
- A standardised approach to authorisation limits, based on employee grade, has been developed: this will ensure a consistent approach to authorisations across the council. There are some limited variations to these levels for specific Resource requirements.

- The CCM has been developed in consultation with Resources. Each cost centre has been allocated a named cost centre manager. This individual can be at any grade level, depending on Resource requirements. Requisition and invoice transactions will be directed to this individual up to the maximum value of their approval limit. Any transactions above that individual approval limit will progress to the next manager in the hierarchy.
- Example: Cost Centre FAG006 has specified manager John Smith as the cost centre manager. John Smith is a grade 4 employee, so all invoice and requisition transactions up to £10,000 will be routed to John Smith for authorisation. As John Smith is the named cost centre manager, no Grade 1-3 employees will be able to authorise transactions even if these are at a lower financial level.
- A CCM report has been developed in Fusion to enable users to identify which individual will be responsible for authorising transactions.
- Training documentation will be available via Learn on Line for approvers.
- The CCM does not extend to contract approvals, which are subject to separate authorisation arrangements.
- South Lanarkshire Leisure and Culture (SLLC) users will continue to use the manual batching process for invoice payments until go live with Self Serve Procurement. An authorised signatory list will continue to be maintained for SLLC.
