Oracle Fusion
Move from FMS to Oracle Cloud (Fusion)
As you will be aware the council is migrating to a new financial and HR system called Fusion.
The main change for those staff engaged in the coding of financial transactions is the change in cost centre length from the current 5 characters to 7. This is to both rationalise the existing cost centre structure and provide flexibility and growth going forward.
The current go live date is scheduled for Monday 8 April. Thereafter, all financial coding will default to the new structure. Essentially, only the cost centre will change as existing subjective and sub-analysis elements will remain as is.
The cost centre conversion provides an interactive table allowing you to convert existing FMS cost centres to the Fusion equivalent and vice versa.
Further updates and guidance will be issued as we approach go live. Meanwhile, the following diagram explains all the changes in more detail.
Only the segments highlighted above in blue background have changed or new as shown. Department segment relates only to Education Resources. Future, as the name suggests, is an option for potential development going forward.
Full coding example
| Company/Entity | Cost centre | Subjective | Sub- analysis | Department (default) | Future (default) |
|---|---|---|---|---|---|
| 01 | CMF0200 | 10100 | 0001 | 0000 | 00000 |
Note: Department: Non-Education select "0000" and ALL Users for Future select "00000"
Conversion of cost centres from 5 to 7 - general rule
All cost centres will be prefixed as shown below based on Resource or Category (if not already done so). In almost all cases, additional zeros are added after the alpha part of the code to maintain the numerical sequence, accordingly MF200 becomes CMF0200.
| Prefix | Resource\Category |
|---|---|
| C | Community and Enterprise Resources |
| E | Education |
| F | Finance and Corporate Resources |
| G | Housing General Fund |
| H | Housing Revenue Account |
| P | Joint Boards |
| T | Leisure and Culture Trading |
| L | Leisure and Culture Trust |
| S | Social Work |
| Y | Suspense Accounts |
| B | Balance Sheet |
| X | Capital |
| W | Non SLC and Trusts |
In addition, new companies or entities have also been created primarily for MTD (Make Tax Digital) purposes and these are as detailed below but out with these specific additions the entity or council part of the code for majority of transactions remains as it is currently
| Company\Entity | Resource\Group | New\Existing |
|---|---|---|
| 01 | SLC | Existing |
| 02 | Leisure and Culture Trust | Existing |
| 03 | Leisure and Culture Trading | Existing |
