Appointment

Appointment

The Chair of the Selection Panel is responsible for the verification and sign-off of the reference forms. This documentation will be either issued electronically by the recruitment team and content confirmed by email or by telephone.

The recruitment team will control the offer of appointment process.  The team will request that the appropriate level of checks, depending on the vacancy, are carried out and will gain verification and final sign off from the Chair of the Recruitment panel prior to authorisation for a start date.

Internal candidates

Where there is an urgency to fill a post, the employing Resource may offer an internal candidate an appointment subject to a satisfactory Disclosure / PVG check. However, this will only occur where the employee has previously been the subject of a successful Disclosure Scotland check or has PVG scheme membership.

External candidates

Successful candidates should be advised by the chair of the panel that they have been successful at interview and will therefore be issued with a conditional offer of appointment. Managers should provide the completed Asylum and Immigration form and the candidate’s endorsed identification to the recruitment team at the time of advising them of the successful candidate(s). Only when this has been received and the candidate has accepted the offer will the offer management process start and the relevant pre-employment and statutory checks for the post will be undertaken.

When the offer management process is fully complete, the line manager will be notified, and a start date should be agreed with the candidate. Managers must provide a minimum of 14 days’ notice of the start date, so that candidates receive their formal offer of appointment and employee number in advance of their start date. They should also review the personnel processing dates and inform the new employee of when they will receive their first pay as this may not be the next pay in the cycle.
