Two new Heads of Service appointed

Joanne Forbes is the new Head of Property Services in Housing and Technical Resources, while Community and Enterprise Resources welcome Kevin Carr as Head of Facilities, Waste and Grounds Services.

Joanne, 59, has spent her whole career with Hamilton District Council and then South Lanarkshire. She started almost 38 years ago, joining as a graduate trainee surveyor.

During that time, she held posts in Community and Enterprise (working in Planning, Support and Economic Development teams as well as Estates) and in Housing and Technical Resources as Asset and Estates Manager.

Outwith the council, she provides input to the Chartered Institution of Public Finance and Accountancy's Asset Management Diploma as a presenter of one of the modules, and is a qualified Royal Institute of Chartered Surveyors mediator.

Kevin’s appointment brings a certain symmetry to his career, with this year being his 20th anniversary of starting his career in local government… in South Lanarkshire.

The 45-year-old was most recently Assistant Director – Place at South Ayrshire Council with responsibility for Facilities Management, Neighbourhood Services, Housing, Property Maintenance and Corporate Procurement Service.

Before that he had been Planning and Performance Manager and then Senior Facilities Manager at Renfrewshire Council, and prior to that was a Development Officer for Community Resources here in South Lanarkshire.
