The UK terrorism threat level will change from time to time, but we should always be vigilant about the potential for terrorism.

The current threat level is 'severe', which indicates that an attack could be 'highly likely'.

You may first become aware of a situation that could be an act of terrorism when you hear raised voices or witness commotion involving your colleagues and/or members of the public.

If you are in a council-controlled environment, the Guide, Shelter, Report (GSR) principles as promoted by the National Counter Terrorism Security Office (NaCTSO) apply.

This may involve lockdown, invacuation or evacuation depending on the nature and location of the threat.

The core decision principle is to:

  • Guide – Move yourself and others away from danger where safe to do so.
  • Shelter – Secure your immediate environment or take cover to reduce vulnerability.
  • Report – Call Police 999 when safe and provide as much information as possible.

If you are away from your workplace, travelling between locations, working in a client’s home or operating in an uncontrolled open/public environment, the Run, Hide, Tell (RHT) guidance applies.

This is personal safety advice intended for individuals:

  • Run – Get away from the threat if it is safe to do so.
  • Hide – Find cover and remain out of sight if escape is not possible.
  • Tell – Call Police 999 when safe and provide as much information as possible.

This film provides Run Hide Tell advice for Young People:

For more information on identifying what could potentially be terrorist-related suspicious activity or behaviour, see the Action Counters Terrorism page.

Please also make sure that you have completed the updated ACT Awareness e-learning modules, which include Guide, Shelter, Report (GSR) as part of your mandatory training.
